Scope 

Completion of a comprehensive workforce review to support delivery of significant cost savings while maintaining focus on service continuity and ongoing improvement programmes. The organisation faced increasing financial constraints and sought to modernise its administrative and clerical structures in line with strategic priorities.

A structured review of all administrative and clerical functions. Engagement began with detailed discussions with the Chief Executive to clarify savings targets, operational dependencies, and current organisational pressures. A role-by-role analysis was undertaken across relevant departments to understand responsibilities, identify duplication, and highlight areas for potential redesign.

Alternative structures were developed, each supported by revised job descriptions and aligned to key principles of productivity, simplification, and digital enablement. In addition, capability development in improvement methodologies was incorporated to support sustained change and improved operational outcomes.

The proposed changes were presented to the executive team and supported through a formal consultation process. Post-consultation, stabilisation support was provided to embed the new structure, mitigate disruption, and maintain performance levels during transition.
