Charlotte Southcott-Welch
Co-Founder and Senior leader
Charlotte is one of the founders of the company and a senior leader in our consulting team. With over 15 years of experience in healthcare transformation, she continues to lead client engagements, working closely with senior teams to deliver high-impact change across the health and care system.
Charlotte's expertise spans strategy development, urgent and emergency care improvements, quality improvement, regulatory compliance, and large-scale programme delivery. She has worked across acute providers, commissioning bodies, regulatory organisations, and integrated care systems—both in the UK and internationally. Known for her ability to engage senior leaders and multidisciplinary teams, Charlotte has delivered complex transformation programmes covering urgent and emergency care, digital roll outs, planned care and workforce redesign.
Since co-founding the company, Charlotte has shaped its mission to deliver meaningful, sustainable improvements in healthcare. Her leadership combines strategic insight with a hands-on approach to delivery, ensuring client objectives are met with rigour and long-term value.
Prior to founding the company, Charlotte worked within the NHS, including for the Care Quality Commission and in operational management in acute provider settings. Her consultancy career includes roles at PwC, KPMG, North Highland, and other leading firms, where she led major programmes across the UK and Middle East.
Charlotte holds an LLB in Law, an LLM in Health Law. She is also a certified Lean practitioner. Outside of her consulting work, Charlotte has served as a Strategic Advisor to Streets of Growth, a charity in Tower Hamlets, and as Company Secretary for the Heugh Gun Battery Trust.
Her commitment to better healthcare, combined with her deep sector knowledge and practical delivery expertise, makes Charlotte a driving force behind the company’s success and impact.
Sam Herne
Co-Founder and Senior Leader
Sam is the co-founder of Pulse Point Partners Consulting and has a proven track record of delivering sustainable transformation across the UK public sector. With over a decade of experience, Sam partners with clients to lead operational and strategic change, with a particular focus on healthcare performance, pathway redesign, and system efficiency.
Sam’s expertise includes large-scale improvement programmes in acute, community, and commissioning settings. He has delivered significant results across urgent and elective care, theatres, patient flow, and Continuing Healthcare. His collaborative approach builds ownership and capability within operational teams, ensuring improvements are embedded and sustained. Sam is widely recognised for his hands-on coaching style, technical rigour, and ability to engage at all levels of an organisation.
Prior to founding Herne Consulting, Sam worked in senior roles at KPMG and as an advisor to Deloitte’s healthcare practice. His consultancy work has spanned NHS trusts, integrated care boards, and international health systems, including Bermuda Hospitals Board. Sam has also supported Covid-19 vaccination delivery, business planning for GP federations, and adult social care transformation at local government level.
Sam holds a BSc (Hons) in International Business, Finance and Economics from the University of Manchester and is a certified Lean Six Sigma Green Belt. His commitment to improving health and care outcomes is reflected in the impact of his work and the relationships he builds with clients, grounded in trust, delivery, and long-term value.
